  • 01The order isn't random: ingredients are listed from most to least. The first three say most about what the product is — usually water (Aqua) comes first.
  • 02The rule stops at 1%. Ingredients under 1% may be listed in any order. That line usually sits around the preservatives and thickeners (phenoxyethanol, carbomer, xanthan gum).
  • 03If the hero ingredient on the front of the pack sits at the very bottom next to the preservatives, there probably isn't enough of it to do anything. The industry calls this "pixie dusting".
